^ Brownfields 2010 Cleanup Grant Fact Sheet ™ Broome County, NY EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Broome County was selected to receive a brownfields cleanup grant. Broome County (population 195,018) is in southwestern New York. The county has a database of more than 90 brownfield sites, most of which are shuttered former factories. The target site occupies about one acre in the Village of Endicott. Prior assessments indicate that trichloroethylene contamination at the site has contributed to contamination of nearby properties. Since peaking in the 1970s, the populations of Broome County and the Village of Endicott have declined significantly. This decline has been the result of a dramatic drop in manufacturing employment, which also led to an increase in abandoned and underused properties. Between 1990 and 2008, the county lost about 16,300 manufacturing jobs, and the poverty level doubled. Once the target site is cleaned up, the current tenant at the site is prepared to acquire the property for a cabinetmaking business that will generate property tax revenues for the village. Cleanup Grant $131,666 for hazardous substances EPA has selected Broome County for a brownfields cleanup grant. Hazardous substances grant funds will be used to clean up the 312 Maple Street site in the Village of Endicott. From the 1920s to the 1990s, the site was used to manufacture shoes and circuit boards, store coal, and conduct metal finishing operations. The site is contaminated with trichloroethylene. Cleanup activities will include groundwater treatment and excavation, and off-site disposal of subsurface soil.
