EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of Hartsville was selected to receive two
brownfields assessment grants. Located in northern South
Carolina, Hartsville (population 7,435) is a rural suburban
community near the City of Florence. The city is targeting
the 6th Street Corridor and the Southside neighborhood,
which once was the economic center of the city"s
African-American community. Today, this historic area is
home to many former industrial and commercial
properties, including gas service stations, bulk oil plants,
deteriorating textile mills, and dry cleaners. Older homes
are adjacent to these properties. Residents of the targeted
neighborhoods are primarily minorities. Hartsville"s
unemployment rate exceeds 16 percent. The stigma
associated with real or perceived contamination at
abandoned and underused sites has deterred
redevelopment and reduced property values. Brownfield
assessments will clear up uncertainties associated with
potential contamination in the area and are expected to
spur eventual site cleanup and redevelopment.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Hartsville for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
inventory sites and conduct seven Phase I and four
Phase II environmental site assessments. Grant
funds also will be used for cleanup planning and
community outreach activities. Petroleum grant
funds will be used to perform the same tasks at
sites with potential petroleum contamination.
