EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of Sulphur Springs was selected to receive a
brownfields cleanup grant. Located in northeast Texas,
Sulphur Springs (population 15,473) has a downtown
business area that in 2007 was designated as a
"reinvestment zone." It contains a substantial number of
deteriorating structures that impair the city's growth. The
city has a lower median household income than the state,
and a greater percentage of residents live below the
poverty level than the national average. The target site is
surrounded by residential areas. As the condition of the
building continues to deteriorate, there is a fear that
hazardous substances at the site will become airborne and
affect nearby areas. Cleanup of the target site is expected
to advance plans to reuse the building as Sulphur Springs'
new City Hall.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the City of Sulphur Springs for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the Old City
Library site at 201 North Davis Street. The site is a
former federal building that was renovated into a
public library in 1967 and has been vacant since
1999. It is contaminated with metals and inorganic
contaminants.
