EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding  support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The City of Fredericksburg was selected to receive two
brownfields assessment grants. Situated along the
Rappahannock River and located halfway between
Washington, B.C., and the City of Richmond,
Fredericksburg (population 22,818) is a historical area.
Many Civil War battles were fought in and around the
city. Because of the city's age, historical character, and
size, very little greenspace is available. Historic land uses
include gun and ammunition manufacturing, iron forging,
and industrial factories. Suspected contaminants at these
sites may threaten the  health of residents, the city's water
supply, and the natural habitats of the Rappahannock
River and Hazel Run Creek. Fredericksburg's
unemployment rate is  higher than the state average. The
city's median household income is significantly lower
than the state's. Brownfield assessments are expected to
facilitate the redevelopment of sites in accordance with the
city's goal to connect the Rappahannock River to
greenspace, parks, and trails.
                     Assessment Grants

                     $200,000 for hazardous substances
                     $200,000 for petroleum
                     EPA has selected the City of Fredericksburg for
                     two brownfields assessment grants.
                     Community-wide hazardous substances grant
                     funds will be used to perform five to 10 Phase I
                     and three Phase II environmental site assessments.
                     Petroleum grant funds will be used to perform 10
                     Phase I and three Phase II environmental site
                     assessments. Grant funds also will be used to
                     inventory brownfields, support community
                     outreach activities, and conduct cleanup planning.
