Brownfields 2011 Assessment Grant Fact Sheet ™ Pasco County, FL EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description Pasco County was selected to receive a brownfields assessment coalition grant. The county's coalition partners are the Cities of Bade City and Zephyrhills. Pasco County (population 344,771) is a predominantly rural area located along the Gulf of Mexico. As part of the four-county Tampa Bay Metropolitan Statistical Area, it is experiencing growing pains as it transitions from a rural county known for ranches, orange groves, and wildlife preserves into one with a rapidly increasing population. Pasco County's per capita income is lower than the national average, and its unemployment rate is nearly 13 percent. Assessments will focus on the main north/south corridors, including 1-19 and US 301, Community Redevelopment Areas, and the Lacoochee-Trilby industrial area, where many vacant, abandoned, and underused properties are located. Brownfield assessments are expected to stimulate the cleanup and redevelopment of abandoned and underused sites along regional transportation corridors. Assessment Grant $500,000 for hazardous substances $500,000 for petroleum EPA has selected Pasco County for a brownfields assessment coalition grant. Hazardous substances and petroleum grant funds will be used to conduct 44 Phase I and 16 Phase II environmental site assessments. Grant funds also will be used to develop cleanup plans, conduct public health monitoring, and support community outreach activities.
