EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
Lenawee County was selected to receive a brownfields
assessment grant. Lenawee County (population 98,890) is
a rural county in southern Michigan that includes 22
townships, four cities, and eight villages. Manufacturing
took hold along the county"s two major waterways, the
Raisin River and Bean Creek, and grew with Michigan's
automotive industry. As the automotive industry declined,
so did Lenawee County"s manufacturing base. The
unemployment rate for the county is 16.5 percent. Today,
there are about 120 sites with known contamination in the
county, with the potential of more than 250 additional
sites. The state has identified 85 leaking underground
storage tank sites that include about 300 tanks. These sites
are close to residential or mixed-use neighborhoods,
parks, and schools, and threaten the county's waterways
and natural habitats. Brownfield assessments will help the
county determine the extent of known and suspected
contamination and are expected to stimulate cleanup and
reuse of these sites.
Assessment Grant
$200,000 for petroleum
EPA has selected Lenawee County for a
brownfields assessment grant. Community-wide
petroleum grant funds will be used to conduct
about 16 Phase I and 10 Phase II environmental
site assessments and five baseline environmental
assessments. Grant funds also will be used to
develop cleanup plans on an as needed basis and
support community outreach activities.
