EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA  provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training  grants.
Additionally, funding  support is provided to state  and
tribal response programs through a separate mechanism.

Community Description

Work, Inc., was selected to receive a brownfields  cleanup
grant. Work, Inc., is a nonprofit organization that
provides services to people with disabilities in the City of
Quincy (population 91,028). Quincy was once a center of
industry and home to granite quarries and shipbuilding
facilities. Many small  factories and industrial facilities
were built along a rail line  to serve the shipyards.  As these
industries declined, many older industrial facilities were
abandoned and are now brownfield sites. The city
contains 452 brownfield sites, or 27 brownfields per
square mile. In the North Quincy neighborhood, where the
targeted 3 Arlington Street site is located, median
household incomes are significantly lower than city wide
and statewide averages. The neighborhood's
unemployment rate is  15.2 percent. Cleanup of the target
site is expected to facilitate its redevelopment as an
energy-efficient housing facility.
                     Cleanup Grant

                     $200,000 for hazardous substances

                     EPA has selected Work, Inc., for a brownfields
                     cleanup grant. Hazardous substances grant funds
                     will be used to clean up the 3 Arlington Street
                     property in Quincy. The site consists of several
                     buildings that were formerly used for various
                     industrial purposes such as steel casting,
                     electronics manufacturing, and a foundry. The site
                     is currently vacant and contaminated with metals
                     and chlorinated solvents. Grant funds also will be
                     used for redevelopment planning and community
                     involvement activities.
