EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of Mt. Shasta was selected to receive two
brownfields assessment grants. Mt. Shasta (population
3,607) is a rural alpine valley community located 50
miles south of the Oregon border in southern Siskiyou
County. The city's location near the vast federal, state,
and private forestlands of northern California provided
jobs in the forestry, lumber, and railroad industries, and in
the service sector that supported these industries. When
lumber harvest levels were reduced, Mt. Shasta's economy
experienced a sharp downturn. The current
unemployment rate for the area is above 19 percent, and
the poverty rate is above 16 percent. Today, the
community contains former mill sites, vacant buildings,
and deteriorating infrastructure. Many of these sites have,
or are perceived to have, varying levels of hazardous
substances and petroleum contamination. The majority of
the sites are in the historic Highway 99 corridor.
Brownfield assessments are expected to remove an
obstacle to revitalization and help the city build on
previous investments in local brownfields.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Mt. Shasta for two
brownfields assessment grants. Community-wide
hazardous substances grant funds will be used to
conduct an inventory of brownfield sites, and
conduct two Phase I environmental site
assessments and one Phase II environmental site
assessment. Grant funds also will be used to
develop and implement a community involvement
plan, and develop an area-wide plan. Petroleum
grant funds will be used to perform the same tasks
at sites with potential petroleum contamination.
