EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The City of South Daytona was selected to receive two
brownfields assessment grants. Located on the east coast
of central Florida, South Daytona (population 13,177)
developed a tourist and motorist industry due to its
position along U.S. Route 1, the primary north-south
highway along the eastern seaboard. Automotive services
and other businesses were in demand along the route until
the construction of Interstate 95 in the mid-1900s.
Already isolated by the Intercoastal Highway and
excluded from tourist traffic, the city became a bedroom
community to other cities. Today, many of South
Daytona's residential neighborhoods are adjacent to, or
surrounded by, brownfield properties. The likelihood that
contaminants have leaked into groundwater is high. The
median household income in the city is significantly lower
than the state and national averages. The city"s master
plan includes the reuse of blighted U.S. 1 properties for
condominiums. Brownfield assessments will identify
threats posed to human health and the environment, and
will be the first step in achieving the city's master plan
goals for the area.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of South Daytona for
two brownfields assessment grants.
Community-wide hazardous substances grant
funds will be used to perform three Phase I and
two Phase II environmental site assessments on
sites along the U.S. 1 corridor. Petroleum grant
funds will be used to perform five Phase I and
three Phase II environmental site assessments
along the same corridor. Grant funds also will be
used to conduct community outreach activities and
cleanup planning.
