EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
Pike County was selected to receive a brownfields cleanup
grant. Pike County (population 12,855) is in the
southwestern corner of Indiana. Its economy was based
on the area"s rich natural resources, which supported the
agricultural, timber, coal, and oil industries. Since the
1960s, the coal and oil mining industries have
significantly declined, leaving numerous abandoned
mines and oil fields. The wood manufacturing industry
also has declined in the past decade. The target site is in
the City of Petersburg. More than half the residents of
Petersburg have low-to-moderate incomes, and median
household incomes are well below the state average.
Cleanup of the target site will reduce potential risks to
human health and the environment. The county"s goal is
to return the site, which is located at a gateway to the city,
to productive reuse and back onto the Pike County tax
rolls.
Cleanup Grant
$200,000 for petroleum
EPA has selected Pike County for a brownfields
cleanup grant. Petroleum grant funds will be used
to clean up the former Jean"s Junction property at
714 North 9th Street in the City of Petersburg. The
site is a former gas station that operated for many
years until the 1960s and used multiple
underground storage tanks containing various
fuels. Soils and groundwater are contaminated
with petroleum hydrocarbons. Grant funds also
will be used to support community outreach
activities.
