OXY & RFC
The oxygenated fuels program will
no longer be implemented in this
CMSA . All three states have
requested that the program be
dropped from their SIP's for the
upcoming 1999/2000. EPA has
approved the removal of the program
for all three states and has published
final rulemakings for CT and the
Northern NJ area - the final rulemaking
for the NY area will be published soon.
Federal enforcement discretion was
granted to all three states while the SIP
revision process occurs. The
commitment to not enforce the oxyfuel
standard will remain in effect until EPA
takes final action on the SIP revisions,
or until the end of the oxyfuel season,
whichever occurs first.
Continues to implement oxy program.
TNRCC expanded the federal control
period to begin Oct. 1 and end on
March 31 .
Final redesignation to CO "serious"
non-attainment area was published
in the FR on 3-1 0-97 (62 FR
10690-10700).
Working on redesignation request.
Tentatively scheduled to be submitted
to EPA by mid-summer 2000.
Voluntary ethanol only. Will continue
to implement program.

State attempted to shorten program by

that this area is not a candidate for
shortening of the oxyfuel season.
