EPA Brownfields Program

EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
                     Cleanup Grants

                     $350,000 for hazardous substances
                     $50,000 for petroleum

                     EPA has selected the City of South Beloit for two
                     brownfields cleanup grants. Hazardous substances
                     and petroleum grant funds will be used to clean up
                     the Corner Parcel of the former Primecast, Inc.,
                     site at 429 Gardner Street. From at least 1939 and
                     until the late 1960s or early 1970s, the parcel was
                     occupied by two gasoline service stations on the
                     western side of the site. Between 1956 and 1974,
                     four additional buildings were constructed on the
                     eastern side of the site, and were associated with
                     the former Beloit Foundry operation.
                     Contaminants of concern include volatile organic
                     compounds, semi-volatile organic compounds, and
                     heavy metals. Hazardous substances grant funds
                     also will be used to clean up the Foundry Parcel at
                     the same site. From 1852 until around 2003, the
                     parcel was occupied by the Beloit
                     Foundry/Primecast, Inc., operation. Contaminants
                     of concern at the site include volatile organic
                     compounds, polynuclear aromatic compounds,
                     PCBs, and heavy metals. Grant funds also will be
                     used to conduct community outreach activities.
