x>«^ 4^7) Brownfields 2010 Assessment Grant Fact Sheet * Nitro, WV Sfe1 EPA Brownfields Program EPA's Brownfields Program empowers states. communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Nitro was selected to receive a brownfields assessment grant. Nitro (population 6,824) is located in Kanawha and Putnam Counties in south-central West Virginia. The city was born out of the nation"s need for explosives production during World War I. After the war, it became one of the nation"s largest chemical manufacturing areas. The population in Nitro has fluctuated from hundreds of thousands during the early 1900s to just a few thousand today. Downsizing in the chemical industry has left many scars in the community, including underused and abandoned industrial facilities, and significant reductions in income levels related to job losses. To date, 54 underused and vacant brownfield sites have been identified in Nitro. Brownfield assessments will provide the city with a more thorough inventory of contaminated sites that have potential for reuse as small-scale commercial properties, greenspace, and recreational facilities. Assessment Grant $200,000 for hazardous substances EPA has selected the City of Nitro for a brownfields assessment grant. Community-wide hazardous substances grant funds will be used to update the city"s inventory of sites and conduct five Phase I and three Phase II environmental site assessments. Grant funds also will be used for cleanup planning and community outreach activities.
