This memorandum transmits the final Federal Facilities Remedial Preliminary
Assessment (PA) Summary Guide (PA Summary Guide) and the final Federal Facilities
Remedial Site Investigation (SI) Summary Guide (SI Summary Guide). EPA has produced these
Guides to aid its Regions and help other Federal Agencies improve the quality of PAs and Sis.
Section 120(c) of the Comprehensive Environmental Response, Compensation and
Liability Act (CERCLA) requires EPA to establish the Federal Agency Hazardous Waste
Compliance Docket (Docket), The Docket contains certain information about facilities that are
owned and/or operated by the federal government and that manage hazardous waste or from

which hazardous substances, pollutants or contaminants have been, or may be, released.
CERCLA goes on to require that a PA, and as necessary, a SI, must be conducted for each
facility listed on the Docket by the responsible federal agency. Information from the PA and/oi
SI is then documented in a report that is reviewed by EPA Regions. These reports provide
information for EPA to consider when evaluating the facility for potential listing on the
Superfund National Priorities List (NPL).
In the past, EPA Regions have sometimes received incomplete or poor quality Federal
facility PA and SI reports, thereby hindering EPA's evaluation. Federal Agencies have indicated
that EPA's existing PA and SI Guidance documents are too voluminous and confusing, causing
significant delays and sometime inadequate reports.
hi order to help the Regions and improve the overall quality of Federal Agency-lead PAs
and Sis, a workgroup of EPA regional and headquarters staff, led by Helen Shannon (Region 2),
developed the attached Summary Guides. We greatly appreciate their work on both of the
subject guides.
The Remedial PA Guide summarizes the information needed to conduct a PA. It also
refers the user to places to obtain needed information. We hope that the Remedial PA Guide will
help other Federal agencies improve their PAs by clearly explaining what information is needed
and indicating how to obtain or collect that information. Likewise, the Remedial SI Guide
summarizes the information needed to conduct a SI. These Guides extract key information from
the existing Guidance for Performing Preliminary Assessments under CERCLA, 1991 and
Guidance for Performing Site Inspections Under CERCLA, 1992, These Federal Facility Guides
do not supersede these existing guidances.
These Guides will be distributed to other Federal Agencies. EPA staff are requested to
also provide these guides to their Federal Agency counterparts to assist in conducting sufficient
PAs and Sis.
