EPA's Brownfields Program empowers states.
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The Charter Township of Redford was selected to receive
two brownfields assessment grants. Redford (population
49,771) is a small community located in north-central
Wayne County, immediately west of Detroit. Although
the township"s population has declined during the past 20
years, the percentage of minority residents has  increased.
The decline of the automobile industry and other
manufacturing sectors has resulted in high unemployment
and an abundance of vacant or underused brownfields.
Many of the sites are located in or near parks, schools,
and neighborhoods with disproportionate concentrations
of minority residents. From 2000 to 2009, the
unemployment rate in Redford increased nearly five-fold,
and the percentage of residents living in poverty nearly
doubled between 2000 and 2005. Brownfield assessments
will help the township begin to address threats to human
health and the environment and encourage cleanup of
these sites, which will be a first step toward promoting
economic growth and revitalization of older
neighborhoods.
                     Assessment Grants

                     EPA has selected the Charter Township of
                     Redford for two brownfields assessment grants.
                     Community-wide hazardous substances grant
                     funds will be used to conduct a brownfields
                     inventory, perform up to 10 Phase I and six Phase
                     II environmental site assessments, prepare five
                     baseline environmental assessments, and conduct
                     cleanup planning. Grant funds also will be used to
                     conduct community outreach. Petroleum grant
                     funds will be used to conduct the same tasks at
                     sites with potential petroleum contamination.
