Subject; Consumer Confidence Reports (CCR) on the Internet

From: Bill Diamond, Director
             Implementation and Assistance Division

To: Drinking Water Branch Chiefs, Regions I -10

The Consumer Confidence Report (CCR) rule requires systems serving 100,000 or more
people to post their CCR on a publicly-accessible web site, I am writing to ask for your help in
making sure that large system CCRs are posted by the October 19, 1999 deadline.

A total of 337 systems are affected by the CCR requirement to put their reports online,
To aid States and systems in implementing this key requirement, we have created a "CCR
catalog" on the drinking water web site. The catalog can be found, along with our other CCR
materials, at jr
In addition to using the links in this catalog to find their reports, customers will be able to
link between CCRs and our online drinking water databases (including the Safe Drinking Water
Information System and National Contaminant Occurrence Database), links will also enable
consumers to find their systems' CCR as they look at reports generated by EPA's databases.

! ask that you work with your states to collect the web addresses of the systems in your
region that serve 1 00,000 or more persons and to enter these into the catalog by October 1 9, The
attached list identifies those systems required to post their CCRs online. Systems with CCRs
already on EPA's web site are bolded. We discussed the need to post large system CCRs with
the CCR Implementation Workgroup and have implemented their suggestions to facilitate
gathering large system CCR web addresses. We have enlisted the help of drinking water
associations and have made preliminary searches of the web for some large system CCRs.

More work needs to be done to make sure that consumers can easily link to their water
system's report. One problem we have encountered is that some links lead to the water system's
web site where the report is not highlighted and users must search for the information. I ask that
you pass this concern along to your States as you work with them to obtain web addresses.

There are a number of web addresses in the catalog already, including some for smaller
Although we. would like to include as many smaller in the catalog as possible,
we plan to focus on collecting web of the systems.
