              Rule and Stage 1 Disinfectants and Disinfection Byproducts Rule

        I am writing to forward the final versions of the Implementation Guidance for the
Interim Enhanced Surface Water Treatment Rule (IESWTR) and the Implementation Guidance
for the Disinfectants and Disinfection Byproducts Rule (Stage 1 DBPR). The implementation
guidances are being issued final without the state reporting guidance which will be forwarded
shortly, as explained below.

       As part of the SDWIS/FED modernization effort, the draft reporting requirements for the
Stage 1 DBPR and the IESWTR were reviewed and a lack of justification for some reporting
requirements was identified. We feel it is very important to ensure that all critical information
will be captured by SDWIS and that we do not pose an unnecessary burden by requesting that
non-critical elements be reported, therefore we established a focus group with regional
representatives from enforcement, implementation, data management, and rule development to
identify the information needed to answer our business questions. The draft final reporting
guidances are being developed based on the recommendations of the focus group and will be
distributed this fall for one month of regional and stakeholder comment. I will forward the final
reporting guidance as soon as possible following the close of the comment period.

       We hope you find the contents of the attached documents useful as we continue
implementation of the rules. Along with summaries of each  rule, each document contains
guidance for preparing state primacy revision applications, sample monitoring forms, and a
comprehensive list of frequently asked questions. All implementation guidances, technical
guidances, disinfection profiling/CT calculation  spreadsheet, quick reference guides and facts
sheets are available on-line at www.epa.gov/safewater/mdbp/implement. We will continue to
update the on-line version of frequently asked questions as necessary. To request additional hard
