SUBJECT:   LT1ESWTR Implementation Guidance Manual

   I am writing to inform you that the Long Term 1 Enhanced Surface Water Treatment Rule
Implementation Guidanceis now available.

    The Long Term 1 Enhanced Surface Water Treatment Rule (LT1ESWTR) increases public
health protection by reducing the risk of exposure to microbiological pathogens, specifically
Cryptosporidium.  On January 1, 2005, systems will begin complying with the turbidity
provisions in this rule.

   This document will help EPA Regions and states implement the rule's provisions. Along
with a summary of the rule, the document provides guidance that will help states prepare their
primary enforcement authority (primacy) revision application, and includes sample system
notification letters and sample reporting forms to aid states with the initial phases of
implementation (by providing forms that can be easily modified).  The guidance also contains
additional materials such as a "Question and Answer" section, rule fact sheets, a
quick reference guide, data entry instructions, and flowcharts of rule requirements. The
document is available in electronic format on the EPA website at

and will be sent to you for your reference.  Additional copies can be obtained by contacting the
