INTRODUCTION
The President's Climate Action Plan, released in June of 2013, describes efforts that federal
agencies will take to respond to climate change in three key areas:

   •   Cut carbon pollution;
   •   Prepare the United States for the impacts of climate change; and
   •   Lead  international efforts to address global climate change.

Federal agencies are implementing diverse actions to help prepare for the impacts of climate
change including developing and implementing climate change adaptation plans. Several federal
natural resources agencies have also organized multi-state, regional programs or initiatives to
deliver climate change adaptation information and assistance at a regional level.

This Directory was developed as a tool for EPA Regional offices to use to strengthen coordination
with the regional programs developed by other federal natural  resources agencies to assist in
preparing for a changing climate.  It may also serve to help federal agencies, States, Tribes, local
governments, and other stakeholders be informed about the federal agency resources that are
deployed on a  regional basis to build resilience to a changing climate and to facilitate coordination
among federal agencies at the regional level.

The first section of this Directory provides a short summary of federal natural resource agency
programs that  are deployed on a regional basis to support climate change adaptation and  a map of
the region or area served by the program.  As these maps illustrate, the federal agency programs
serve somewhat different regional areas based on the needs and interests of the agency.
The second section of the Directory is organized by
the eight regions described in the 2014 National
Climate Assessment produced by the U.S. Global
Change Research Program. The National Climate
Assessment includes chapters addressing the climate
change impacts expected in each of these regions:

   •   Northeast;
   •   Southeast and Caribbean;
   •   Midwest;
   •   Great Plains;
   •   Southwest;
   •   Northwest;
   •   Alaska and Arctic; and
   •   Hawaii and Trust Territories of the Pacific
       Islands.

For each of these eight regions, the federal natural resources agency regional organization best
associated with that region is identified and contact information for key personnel is provided.
Some federal agency regional organizations serve more than one of these National Climate
Assessment Regions and in this case the organization is listed under both regions.

USDA Regional Hubs

USDA's regional hubs will deliver information to farmers, ranchers and forest landowners to help
them adapt to climate change and weather variability. The Hubs will build capacity within USDA to
provide information and guidance on technologies and risk management practices at regional and

Three key organizations within the U.S. Department of Interior assist natural resource managers in
responding to climate change:

   •  The National Climate Change and Wildlife Science Center (NCCWSC) provides natural
      resource managers with the tools and information they need to develop and execute
      management strategies that address the impacts of climate change on fish, wildlife and
      their habitats (see contact information below);
   •  Eight regional Climate Science Centers (CSCs) provide fundamental scientific information,
      tools, and techniques that land, water, wildlife, and cultural resource managers and other
      interested parties can apply to anticipate, monitor, and adapt to climate change impacts
      (see map below); and
   •  Twenty-two Landscape Conservation Cooperatives (LCCs) form a network of resource
      managers and scientists who share a common need for scientific information and interest
      in conservation to better integrate science and management to address climate change
      and other landscape scale issues.

Collectively, the NCCWSC, the Climate Science Centers (CSCs), and Landscape Conservation
Cooperatives (LCCs) form the cornerstones of DOI's integrated approach to climate change science
and adaptation, addressing the full range of natural and cultural resources. CSCs prioritize delivery
of usable science, research data products, and decision-support tools to meet the needs of the
LCCs and other resource managers within their respective regions. The NCCWSC relies on
stakeholder input for the identification of research needs, the prioritization of projects, and the
elevation of research products. The NCCWSC has three primary vehicles for stakeholder input -
each representing slightly different segments of the stakeholder community: LCCs, CSCs, and the
Federal Advisory Committee on Climate Change and Natural Resource Science (ACCCNRS).

EPA has ten regional offices across the country, each of which is responsible for several states and
in some cases, territories or special environmental programs.

EPA Regional Office managers and staff work with States and Tribal governments in partnerships
to implement environmental protection programs authorized under the Clean Air Act, Clean Water
Act, Safe Drinking Water Act, Superfund, and Resource Conservation and Recovery Act or other
environmental laws. Regional offices also assist local governments and other organizations in
developing responses to a range of environmental and public health challenges, including the
impacts of a changing climate.

                    U.S. Army Corps of Engineers (USAGE)
The U.S. Army Corps of Engineers has eight Division Offices across the county:

    1.  North Atlantic Division (NAD);
    2.  South Atlantic Division (SAD);
    3.  Great Lakes and Ohio River Division (LRD);
    4.  Mississippi Valley Division (MVD);
    5.  Southwestern Division (SWD);
    6.  South Pacific Division (SPD);
    7.  Northwest Division (NWD); and
    8.  Pacific Ocean Division (POD).

These divisions covering multiple States and Tribal areas are broken up into districts as shown below. The
divisions and districts work with their local partners and stakeholders and Tribes in authorized activities
supporting Civil Works and Military Missions programs and operations. Effective climate change
preparedness and resilience is especially important for USAGE because the hydrologic processes underlying
water resources management are very sensitive to changes in climate and weather and also because those
same changes affect our military support missions, both nationally and internationally.
