               Sublect; Science Advisory Board's Consultation on
                        Review of Quantitative Data Quality
                        Objectives  for  Ground-Water Monitoring

Dear Mr. Reilly:

     The Environmental Engineering  Committee (EEC)  of the Science
Advisory Board  (SAB) met at EPA's Washington,  D.C.  Headquarters
on June 27 and 28, 1991 to consult  with the  Office  of Solid Waste
(OSW) staff on guanitiative data quality objectives (DQOs)  for
ground-water monitoring, with emphasis  on monitoring well networJc
design.

     The consultation was  particularly helpful at  this stage,
because the OSW staff and their Office  of Research  and
Development  (ORD) support staff from  the Environmental Monitoring
systems Laboratory in Las Vegas, Nevada (EMSL-LV) are in the
beginning stages of  formulating their research plan for
evaluating the efficacy of establishing quantitative DQOs for
ground-water monitoring system performance.  The program office
staff felt, and we agree, that this type of  early consultation
with the SAB has a large potential  for  identifying  and evaluating
the technical efficiacy of approaches to problem-solving, as well
as assisting in obtaining a focused and efficient use of limited
Agency program human resources, as  well as ORD research staff
time and dollars.

     The Committee members provided responses  to the OSW and
EMSL-LV staff at the meeting, including suggested changes to the
research program and interfaces with  potential users.

     The EEC would like to take this opportunity to thank the OSW
and EMSL-LV staff for their presentations and wish them well in
their efforts to develop DQOs. Since this is not a formal SAB
review, a response from the Agency is neither retjuested or
expected.
