 EPA Brownfields Program
EPA's Brownfields Program empowers states, tribes, communities, and other stakeholders to
work together to prevent, assess, safely cleanup, and sustainably reuse brownfields. Abrownfield
site is real property, the expansion, redevelopment, or reuse of which may be complicated by the
presence or potential presence of a hazardous substance, pollutant, or contaminant.

The TAB Program funds organizations, such as Center for Creative Land Recycling (CCLR).
that work with a large team and network of partner organizations to provide technical
assistance to communities and other stakeholders; helping them tackle the challenge of
assessing, cleaning up and preparing brownfields sites for redevelopment, especially
underserved, rural, small, and distressed communities.

Technical assistance being provided through CCLR's TAB Program helps communities across
the country increase their understanding and involvement in brownfields cleanup and
revitalization and moves brownfields sites forward in the process toward cleanup and reuse.
CCLR, through the TAB Program, among other things, serves as an independent resource
assisting communities with: facilitating stakeholder and community involvement, better
understanding the health impacts of brownfield sites, science and technology relating to
brownfield site assessment, remediation, and site preparation activities, brownfield finance
questions, information on integrated approaches to brownfield cleanup and redevelopment.
identifying sources of brownfields assessment and cleanup funding, understanding and
complying with state brownfields and voluntary cleanup program requirements, and facilitating
 redevelopment activities.
Organization Description
CCLR is a nonprofit organization focused on creating sustainable communities by identifying
and implementing responsible patterns of land use and development. CCLR promotes the reuse
and recycling of previously developed and passed-over land and buildings in both urban and
rural areas, with a focus on brownfields. The program taps the collective experience of team
partners who have experience in many facets of brownfields assessment, cleanup, and
redevelopment.
Technical Assistance Provided
CCLR provides an online resource center—the Brownfields Resource Center—that offers
information on funding, the regulatory process, news, blogs, case studies, videos, contacts and
other resources. CCLR also provides custom trainings for stakeholders interested in
brownfields redevelopment. Other forms of technical assistance to stakeholders with limited
resources include: help with inventories; strategic planning and execution; environmental site
assessment review; remedial action planning and regulatory facilitation; negotiations support.
risk management review; community involvement; and assistance with deal structuring and
brownfields financing.
