Attention: Persons Responsible for Federal Registration of
Pesticides Containing Inert Ingredients.
Subject:	INERT INGREDIENTS IN PESTICIDE PRODUCTS;
.	Revised Policy Statement
The Environmental Protection Agency (EPA) has published
a Federal Register Notice (54 FR 48314; November 22, 1989)
which revises certain policies regarding inert ingredients in
pesticide products, as announced in PR Notice 87-6 (and 52 FR
13305, April 22, 1987). Registrants of products that contain
the two inert ingredients of toxicological concern which have
been added to List 1 will be required to submit applications to
amend their registrations to add a label statement identifying
the particular inert ingredient. Several other clarifications
to the original document are also included. For your information,
a copy of 54 FR 48314 is attached to this PR Notice.
Because of our delay in transmitting this Federal Register
Notice to you, we are extending the deadline for submitting
registration amendments to add the required label statement for
the new List 1 inert ingredients. The new deadline for submission
of these amendments is August 22, 1990. The May 22, 1991 deadline
for products released for shipment to have the amended label in
place is not being extended.

SUPPLEMENTARY INFORMATION: EPA
announced its policy on toxic inert
ingredients in pesticide products in the
Federal Register of April 22.1987 (32 FR
13305J. Through this policy. EPA
encourages the use of the least toxic
inert ingredients available'and requires
the development of data necessary to
determine the conditions of safe7u4e of
products that contain toxic inert
ingredients. In developing this policy,
EPA categorized inert ingredients into
the following four lists according to
toxicity:
List 1 Inerts of toxicological concern
List 2 Potentially toxic inerts. with
priority for testing
List 3 Inerts of unknown toxicity
List 4 Inerts of minimal concern
List 1 and List 2 were published as
part of the April 22.1867 policy
statement.
The criteria developed by EPA to
categorize List l inerts were reviewed
by the Federal Insecticide. Fungicide,
and Rodenticide Act's Scientific
Advisory Panel (FIFRA SAP). Chemicals
were placed on the list of inerts of
toxicological concern if they met any
one of the following criteria.
(1) Carcinogenicity:
—A rating as a human carcinogen of
probable human carcinogen (rating 1.
2A or 2B) by International Agency for
Research on Cancer.
—Characterized by the National »•- ,
. Toxicology Program as an aninihl
carcinogen in at least one species and
