Summary of Early Engagement with States and
Tribes on the FY 2018-2019 NPM Guidance
Office of Environmental Information
The Office of Environmental Information (OEI) initiated early engagement with states and tribes
on the following occasions:
1)	OEI hosted a teleconference with the Exchange Network Tribal Governance Group
(EN TGG) on October 4, 2016, followed by an opportunity for the EN TGG to submit
written feedback on OEI's FY 2016-2017 NPM Guidance and additional suggestions
for consideration in the FY 2018-2019 NPM Guidance.
2)	The OEI Principal Deputy Assistant Administrator (PDAA) issued an email to the
Environmental Council of the States (ECOS) on November 6, 2016, requesting
information on the following:
•	What other or modified priorities/areas should OEI include in its FY 2018-2019
Guidance?
•	Do you have any suggestions or recommendations for how OEI can improve its early
engagement process with the states?
The information below depicts an overview of the comments received for consideration in
developing OEI's FY 2018-2019 NPM Guidance.

•	Exchange Network information regarding the specifics of cooperative agreements
provided to "collaborating organizations"

Guidance that are relevant to Exchange Network grants and projects
•	The effort to engage other program offices at EPA more consistently with regard to
