S * Brownfields 2008 Cleanup Grant Fact Sheet Planning Office for Urban Affairs, Inc., Haverhill, MA r-t> ,*> EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Planning Office for Urban Affairs, Inc., was selected to receive a brownfields cleanup grant. Established in 1969, the Planning Office is a non-profit corporation that serves the City of Haverhill (population 58,969). The 14-44 Granite Street site is located in an area with high poverty and low income rates. Nearly 24 percent of families in the target area (population 4,007) live below the poverty level, and about 36.5 percent of residents are minorities. The Planning Office plans to redevelop the 14-44 Granite Street site with 57 mixed-income housing units and street-level commercial space. Site cleanup will facilitate redevelopment, which is expected to provide much-needed affordable housing to the area and help stimulate economic investment and job creation in downtown Haverhill. Cleanup Grant $200,000 for hazardous substances EPA has selected the Planning Office for Urban Affairs, Inc., for a brownfields cleanup grant. Hazardous substances grant funds will be used to develop and implement cleanup plans for the 14-44 Granite Street site in downtown Haverhill. The site was used for a variety of industrial and manufacturing operations throughout its history. Site soil is contaminated with hazardous substances. There are about 25 unmarked 5 5-gallon drums at the site, some of which are bulging, corroded, or leaking. Grant funds also will be used to support community involvement activities.
