EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
York County was selected to receive a brownfields
assessment grant. About 30,000 of York County's 386,229
residents live in the Codorous Creek Redevelopment
Corridor target area. The area has a 49 percent minority
population. Its 29 percent poverty rate is more than four
times the poverty rate for York County as a whole. The
Redevelopment Authority of the County of York is
undertaking a comprehensive study of the corridor. It
plans to use the assessment grant funds to complete the
environmental portion of the study, which will require
examining specific properties. The properties chosen will
complement proposed and potential redevelopment
efforts, which include expanding greenspace and parks.
Assessment Grant
$200,000 for hazardous substances
$150,000 for petroleum
EPA has selected York County for a brownfields
assessment grant. Hazardous substances and
petroleum grant funds will both be used to conduct
site inventory and outreach efforts, develop a
strategic plan for addressing brownfields sites
within the Codorous Creek Redevelopment
Corridor, and perform approximately 20 Phase I
site assessments (which include both hazardous
substances and petroleum sites). Based on the
results of the Phase I assessments, funds also will
be used to conduct approximately five Phase II
assessments.
