EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The Town of Addison was selected to receive a
brownfields cleanup grant. Located in east-central West
Virginia, Addison (population 746) is a rural community
that was known for its extensive coal mining and timber
industries during the early part of the 20th century.
Railroads provided a transportation network for the
import and export of goods. However, most mining
operations have now ceased, and the number of
timber-related jobs has significantly declined in the past
several decades. The region's industrial past has left
behind many brownfield properties, including
mine-scarred lands, sawmills, and abandoned railroads.
Addressing brownfield sites is a priority for the town,
where about 28 percent of residents live below the
poverty level, and the median household income is
slightly more than half the national average. Cleanup of
the former railroad site will reduce threats posed by
contaminants in soil and groundwater and is expected to
allow the town to move forward with a master plan to
reuse the site as a campground, museum, and tourism
center.
Cleanup Grant
$67,000 for hazardous substances
EPA has selected the Town of Addison for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the three-acre
former Railroad Freight and Passenger Depot site
on State Route 20. The site operated as a freight
and passenger railroad depot from 1911 to 1988,
and housed a sawmill on part of the property from
the 1950s until it was abandoned in the late 1990s.
Site soils and groundwater are contaminated with
heavy metals and volatile and semivolatile organic
compounds. Grant funds also will be used to
conduct community outreach activities and
perform a risk assessment.
