EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The Village of Franklin Park was selected to receive a
brownfields cleanup grant. Franklin Park (population
19,434), a small community located 14 miles northwest
of Chicago, has limited land available for development.
The village is the fourth most industrialized city in
Illinois, and numerous manufacturing facilities have left
behind brownfields in the village"s downtown area. With
the economic downturn, the village has experienced a
significant decline in manufacturing and employment.
Between January 2008 and January 2009, the village lost
seven percent of its manufacturing jobs. The village"s per
capita income of $17,695 is lower than the state and
national averages. Cleanup of the target site will reduce
the threat of exposure to contaminants migrating from the
site and is expected to leverage redevelopment
opportunities. The Village"s Downtown Redevelopment
Plan and Comprehensive Plan call for the site to be
redeveloped into a mixed-use development with
residences, retailers, and office space.
Cleanup Grant $200,000 for hazardous
substances
EPA has selected the Village of Franklin Park for
a brownfields cleanup grant. Hazardous
substances grant funds will be used to clean up the
Downtown Franklin Avenue Redevelopment Site -
Phase 2 site at 9602 - 9624 Franklin Avenue. The
site previously was occupied by commercial
buildings that included dry cleaning operations, a
doctor"s office, and a jewelry store. The site
subsurface is contaminated by chlorinated
solvents, metals, and polynuclear aromatic
hydrocarbons. Grant funds also will be used to
conduct community outreach activities.
