On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Background The City of Cleveland and the surrounding Cuyahoga county have seen an exodus of middle-income families since the 1950s. As the City's traditional manufacturing base has declined, poverty, unemployment and abandoned industrial facilities have taken root in what is considered the "inner ring" of Cleveland suburbs. Cuyahoga County received a U.S. EPA Assessment Demonstration pilot in 1994 and was awarded a Brownfields Cleanup Revolving Loan Fund (BCRLF) pilot in May 1999. The MidTown Corridor, composed of 18 suburbs adjacent to the City of Cleveland, is the focus of the County's BCRLF. The poverty rate within this area is 58%, with a 99% rate for minority populations. The CPC will evaluate projects based on their impact to the community, project costs, and the borrower's ability to make loan repayments. The CPC will identify from one to six projects for cleanup and reuse within the target area for the initial round of loans.
