EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
On June 29, 2006, the Milwaukee Redevelopment
Authority in Milwaukee, Wisconsin, loaned $650,000 to
1818 LLC to assist with cleanup costs associated with the
Kramer International Foundry Site. This loan was made
possible through a $1,000,000 EPA Brownfields
Revolving Loan Fund (RLF) grant awarded to the
Milwaukee Redevelopment Agency in 2003. The cleanup,
which was completed in September 2006, involved the
removal of petroleum and volatile organic compound
contamination from the property. In addition to EPA
funding, 1818 LLC also leveraged over $6,000,000 in
redevelopment funding through federal, local and private
partnerships. The Kramer International Foundry Site will
be redeveloped into a mixed-use retail and commercial
building, and a multi-unit affordable housing
development; the project has already created 213 jobs. For

Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Milwaukee Redevelopment
Authority for a brownfields assessment grant.
Grant funds will be used to conduct assessment
activities at sites contaminated by hazardous
substances and petroleum. The city is targeting
high-poverty neighborhoods of the Aldermanic
District. Grant funds also will be used for
community outreach and redevelopment planning.
Cleanup Grant
$400,000 for hazardous substances
EPA has selected the City of Milwaukee for two
cleanup grants totaling $400,000. The cleanup
grants will be used for cleanup activities at the
King & Haley and Airline Yards sites. Airline
Yards is a 40-acre former rail-switching and
car-stacking facility and is contaminated with
volatile organic compounds, polynuclear aromatic
hydrocarbons (PAHs), and metals. The King &
Haley site was used for a variety of commercial
and light industrial uses and is contaminated with
chlorinated hydrocarbons.
Revolving Loan Fund Grant
$1,000,000 for hazardous substances
EPA has selected the Milwaukee Redevelopment
Authority for a brownfields revolving loan fund
grant. The grant will be used to capitalize a
revolving loan fund from which the
Redevelopment Authority will provide loans and
subgrants to conduct cleanup activities. The
Redevelopment Authority plans to leverage this
grant with other financing to build an
eco-industrial park in the Menominee Valley.
