EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The Mystic Valley Development Commission was
selected to receive two brownfields assessment grants.
The Commission is focusing on the cities of Maiden and
Everett (combined population 94,377), two of the three
cities participating in the River"s Edge project. The project
area is composed of 200 acres of contiguous property in
Middlesex County and is bisected by the Maiden River.
During the mid-to-late 1800s, this area served as the
passage north from Boston. It provided for the expansion
of the textile, chemical, metal works, and other industries.
These industries created a vibrant economy, providing
employment for tens of thousands of residents. They also
left a legacy of industrial contamination that has resulted
in extensive degradation of riverbanks and blighted
properties. The Commission has successfully completed
the first phase of the River"s Edge project in the City of
Medford. Brownfield assessments are expected to help
facilitate implementation of the project's master plan.
Assessment Grants
$200,000 for hazardous substances
$100,000 for petroleum
EPA has selected the Mystic Valley Development
Commission for two brownfields assessment
grants. Community-wide hazardous substances
and petroleum grant funds will be used to conduct
Phase I and Phase II environmental site
assessments at 17 parcels in the Everett and
Maiden portions of the three-phase River"s Edge
project. Grant funds also will be used to support
community outreach activities.
