EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The Town of Northborough was selected to receive a
brownfields cleanup grant. Northborough (population
14,013) is an 18.7-square-mile suburban community in
east central Massachusetts, 32 miles west of Boston. The
town purchased the former Northborough Fish and Game
Club site, which is adjacent to 95 acres of publicly owned
land, to take advantage of its built-in potential for open
space and its recreation value. Although the site is located
on a part of the club property designated for open space
and passive recreation, access to the once heavily used
walking path on the site is restricted because of
contamination on the property. The area is also a likely
location for many plant and wildlife species. In addition
to removing a threat to human health and the
environment, cleanup of the site is expected to increase
property values by adding recreation and conservation
land to the town. The restored property is expected to
attract a variety of organizations for numerous types of
activities, benefitting the overall community. Restoring
the site for these uses will spare the town from the
financial burdens of residential redevelopment, thereby
preventing pollution and natural resource consumption
associated with such development.
Cleanup Grant
$200,000 for hazardous substances
EPA has selected the Town of Northborough for a
brownfields cleanup grant. Funds will be used to
conduct community involvement activities;
remove, treat, and dispose of lead and/or arsenic
contaminated soil and/or sediment; and restore the
former Northborough Fish and Game Club site.
The site was used as a rifle range and skeet
shooting area from 1948 to 2002.
