In 2002, the Small Business Liability Relief arid Brownfields Re vitalize tion Act was passed to help states arid communities around the country clean up arid revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through competitive grant programs for brownfields site assessment, site cleanup, revolving loan funds, area-wide planning, ard job training. Additional fundirg support is provided to state arid tribal response programs through a separate mechanism. Brownfields Area-Wide Planning Program EPA's Brownfields Are a-Wide Planning Program assists communities in responding to local brownfields challenges, particularly where multiple brown fie Id sites are in close proximity, connected by infrastructure, and limit the economic, environmental and social prosperity of their surroundings. This program enhances EPA's core brownfields assistance programs by providing grant funding to communities so they can perform the research needed to develop an area-wide plan and implementation strategies for brownfields assessment, cleanup, and reuse. The resulting area-wide plans provide direction for future brownfields area improvements that are protective of public health and the environment, economically viable, and reflective of the community's vision for the area. Project Description $200,000.00 EPA has selected the City of Providence as a brownfields Area-Wide Planning Grant recipient. The city will work with the community and other stakeholders to develop an area-wide plan and implementation strategy for the Woonasquatucket River Industrial Corridor, as well as support site design and redevelopment options for the former General Electric Baseworks site. This site, the project's catalyst, high-priority site, is a former manufacturing facility that currently is vacant and contaminated. It is located on the banks of the Woonasquatucket River and at the key intersection of two major roads, and is uniquely situated to yield high-impact reuse and redevelopment opportunities for the local community. The city will use the area-wide planning process to convene stakeholders who are currently engaged in the project area to develop a cohesive vision that ties together numerous ongoing initiatives and redevelopment efforts. In addition, the project will leverage resources for the assessment and cleanup of the catalyst site, which will move it toward redevelopment as a mixed-use site that is expected to enhance the community's connection and access to the river, stimulate economic development, and create jobs. Key partners who will work with the city on this project include the East Coast Greenway Alliance, General Electric, Trust for Pub lie Land, and Woonasquatucket River Watershed Council.
