EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. Abrownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The North Shreveport Development Corporation (MSDC)
was selected to receive a brownfields cleanup grant. The
project site is located in Caddo Parish, home to
approximately 1 50,000 residents. The MS DC serves a
population of 4 2,091. More than 90 percent of residents
in the target neighborhood are minorities, and nearly 40
percent live in poverty. The Moran Galvanizing Industrial
Area targeted for cleanup Sanctioned as a galvanizing
plant for 40 years. Closed in 1935, it remains an unsafe,
unsightly property along a widely used route in North
Shreveport. Once cleaned up, the NSDC plans to develop
the site as an open air, year-round farmer's market. The
market is expected to add at least 100 new jobs through
the incubation of 50 small, minority- and female-owned
businesses to the area, and increase tax revenues. The
market would complement the new convention center just
minutes away, serve as a social gathering point, and
provide access to retail, recreational, and green space. The
long-term redevelopment plan for the site also includes a
railroad museum on the abandoned rail spur that runs
along the property. Together, the open air market and
museum will provide tourism and retail opportunities in
the area, which would motivate revitalization of the
surrounding neighborhood.
Cleanup Grant
$150,000 for hazardous substances
EPA has selected the North Shreveport
Development Corporation for a brownfields
cleanup grant. Grant funds will be used to conduct
community involvement activities, develop a
remediation plan, and clean up soil and
groundwater contamination at the Moran
Galvanizing Industrial Area site. The metals
contamination is a result of 40 years of
galvanizing operations at the site.
