EPA Brownfields Initiative
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants
through four competitive grant programs: assessment
grants, revolving loan fund grants, cleanup grants, and
job training grants. Additionally, funding support is
provided to state and tribal response programs through a
separate mechanism.
Background
EPA awarded the City of Englewood supplemental
assistance for its Brownfields Assessment Demonstration
Pilot. Early this century, Englewood was home to many
of the Denver area's heavy manufacturing industries.
Several older facilities have become functionally
obsolete, and residents near these sites suffer from
below-average incomes and population growth. In many
cases, the potential for environmental liability has kept
prospective businesses from redeveloping these obsolete
properties.
Englewood has focused its redevelopment efforts on the
Sante Fe/Platte River redevelopment corridor.
Redevelopment of the Sante Fe/Platte River corridor is
considered a vital component to development of regional
transportation and economic growth. Through the initial
Pilot grant, Englewood has conducted environmental
assessments at three corridor sites. One site, General Iron
Works, is a 280,000-square foot former iron foundry on
an 18-acre parcel that needs further study. To maintain
city revitalization momentum, it is critical to conduct
additional environmental characterization and
redevelopment planning at the General Iron Works site
and undertake further environmental assessments in the
Sante Fe/Platte River redevelopment corridor.

Objectives
Englewood plans to use the information collected
through this Pilot to have a better understanding of
environmental conditions in the Sante Fe/Platte River
redevelopment corridor. This will facilitate more
effective land use planning and community involvement
for this important transportation, economic, and
environmental area.
To accomplish these objectives, the Pilot plans to:
• Inventory abandoned and/or contaminated sites
in the targeted corridor;
• Conduct additional environmental assessments of
brownfield sites in the targeted corridor,
including the General Iron Works site;
• Evaluate possible land use restrictions due to
environmental concerns; and
• Maintain community outreach and involvement.
The cooperative agreement for this Pilot has not yet
been negotiated; therefore, activities described in this
