EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The Village of Ashwaubenon was selected to receive a
brownfields assessment grant. Of the town's 17,634
residents, 1,009 live in the four targeted assessment areas.
The town's early development centered around the
trucking and railroad industries, manufacturing, and other
heavy industrial land uses. The community has suffered
from the environmental impacts of this history, including
PCB contamination and leaking underground storage
tanks. Cleanup of brownfields is expected to revitalize the
town, reduce contamination, and enhance the fiscal
condition of the community with an increased tax base.
Redevelopment efforts will focus on creating a pedestrian
river walk and bicycle trail, developing a Village Center
and entertainment district, and providing new residential
areas.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Village of Ashwaubenon for
a brownfields assessment grant. Hazardous
substances grant funds and petroleum grant funds
will both be used to conduct a brownfields
inventory within four targeted areas, and perform
up to 20 Phase I assessments and 8 to 12 Phase II
assessments. Funds will also be used for
community outreach and cleanup planning, with a
goal of creating a Village Square or Center for the
community.
