EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The Northern Kentucky Area Development District
(NKADD) was selected to receive a brownfields
assessment coalition grant. The District's coalition
partners are Campbell County and the City of Covington.
The NKADD represents an eight-county region
(population 413,012), where most of the urban core is
located across the Ohio River from Cincinnati. The
coalition will address brownfields in the Cities of Wilder,
Newport, Covington, and Taylor Mill (combined
population 68,699), specifically focusing on brownfields
within the Licking River Corridor (LRC). There are an
estimated 150 potential brownfields in the LRC, many of
which are or may be contaminated due to the presence of
underground storage tanks and landfills. A significant
percentage of minority and low-income residents live in
the immediate vicinity of the LRC. Covington has the
largest concentration of northern Kentucky"s minority
residents. Assessment of brownfields will help the
NKADD identify potential threats to human health and
the environment posed by the sites, and is a vital
prerequisite to implementing the Licking River Greenway
Master Plan vision.
Assessment Grant
$200,000 for petroleum
EPA has selected the Northern Kentucky Area
Development District for a brownfields
assessment coalition grant. Community-wide
petroleum grant funds will be used to inventory
and prioritize sites, complete Phase I and Phase II
environmental site assessments, and develop
cleanup plans for selected sites. Grant funds also
will be used to support community involvement
activities.
