EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The City of Signal Hill was selected to receive a
brownfields assessment grant. This small city, with a
population of 10,284, includes an oil field that has been
active since 1921. Approximately 164 acres of
brownfields are scattered throughout the city, most of
which are related to the oil field and oil production.
Cleanup of the first petroleum-contaminated property is
expected to provide needed low-income housing units
under the second phase of a Brownfields Assessment
Pilot Grant awarded in 2000. Cleanup of the second
petroleum-contaminated property is expected to allow the
relocation of a concrete batch plant to an industrial
setting. Cleanup of the hazardous
substances-contaminated properties is expected to allow
commercial development and provide new jobs.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of Signal Hill for a
brownfields assessment grant. Hazardous
substances grant funds will be used to perform
assessments on a 3.7-acre former hazardous
substances recycling facility, and a concrete
facility. Petroleum grant funds will be used to
perform assessments on two properties: 1.5 acres
currently designated for low-income housing, and
a 3.7-acre property that contains one active and 28
abandoned oil wells. Funds from both grants also
will be used for cleanup planning and community
involvement.
