EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed
into law the Small Business Liability Relief and
Brownfields Revitalization Act. Under the Brownfields
Law, EPA provides financial assistance to eligible
applicants through four competitive grant programs:
assessment grants, revolving loan fund grants, cleanup
grants, and job training grants. Additionally, funding
support is provided to state and tribal response
programs through a separate mechanism.
Community Description
The Indiana Department of Environmental
Management was selected to receive two brownfields
assessment grants. Indiana (population 6,271,973) is a
predominantly rural state that has historically relied on
heavy manufacturing for employment, property tax
revenues, and economic stimulation. Recent plant
closings, job layoffs, and corporate downsizing have
left many communities in the state suffering from
disinvestment and an overall deterioration of
neighborhoods. There are an estimated 10,000
brownfields in the state, ranging in size from a small
corner gas station to large abandoned factories.
Brownfields are located in urban and rural areas, and
have created blight, reduced tax bases, and exposed
residents to potential environmental threats. The
Department plans to assess and clean up brownfields to
develop trails and parks throughout the state, increasing
recreational and exercise opportunities for residents.
Brownfields redevelopment into greenspace and
recreational areas will reduce blight, and attract new
businesses and tourists to the state.
Assessment Grants
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the Indiana Department of
Environmental Management for two brownfields
assessment grants. Hazardous substances grant funds
will be used to conduct an estimated 12 Phase I and
nine Phase II environmental site assessments
throughout the state. Petroleum grant funds will be
used to perform the same tasks as sites with potential
petroleum contamination.
