USEZ5 Brownfields 2010 Assessment Grant Fact Sheet Rancho Cordova Community Redevelopment Agency, CA r+> ^ PftQ1* EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Community Redevelopment Agency of the City of Rancho Cordova was selected to receive two brownfields assessment grants. The target area, the Brownfields Rancho Cordova Redevelopment/Recovery Area (BRCRRA), encompasses 6,445 acres and is located within the City of Rancho Cordova (population 59,921) in Sacramento County. During the 1960s to 1980s, the community transitioned from an agricultural community to a highly industrial area, which included an Air Force base, aerospace industries, and commercial services that supported these industries. The decline in the industrial sector and the closing of Mather Air Force Base resulted in major job losses and increased poverty. The poverty rate in the city is 16.3 percent, and more than 46 percent of residents are minorities. There are an estimated 15 hazardous substances sites and 44 petroleum release sites in the BRCRRA. Brownfield assessments will allow the Agency to identify contaminated properties and help the city develop cleanup plans. Assessment Grants $200,000 for hazardous substances $200,000 for petroleum EPA has selected the Community Redevelopment Agency of the City of Rancho Cordova for two brownfields assessment grants. Community-wide hazardous substances grant funds will be used to develop an inventory of sites and conduct eight to 10 Phase I and three Phase II environmental site assessments. Grant funds also will be used to support community outreach activities. Petroleum grant funds will be used to perform the same tasks at sites with potential petroleum contamination.
