EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The City of New York was selected to receive assessment
and revolving loan fund grants. With a population of over
8 million and very limited land available for development,
New York City must reuse and redevelop brownfields to
maintain the vitality of its economy and revitalize its
communities. Brownfields are concentrated in industrial
areas and along waterfronts and transportation corridors.
The city is targeting two distressed areas in Brooklyn with
a preponderance of minority residents. Sites targeted for
assessment will be redeveloped to provide much needed
housing. The city will continue to consult with
community boards and other stakeholders for input on the
redevelopment of contaminated sites.
Assessment Grant
$200,000 for hazardous substances
$200,000 for petroleum
EPA has selected the City of New York for a
brownfields assessment grant. The city will use
grant funds to assess three parcels potentially
contaminated with hazardous substances in the
Broadway Triangle Urban Renewal Area in
Brooklyn. Petroleum grant funds will be used to
assess one site in the Atlantic Terminal Urban
Renewal Area in Brooklyn. Grant funds also will
support community outreach.
Revolving Loan Fund Grant
$750,000 for hazardous substances
EPA has selected the City of New York for a
brownfields revolving loan fund grant. The grant
will be used to capitalize a revolving loan fund
from which the city will provide loans and
subgrants to conduct cleanup activities. The grant
will help promote the cleanup and productive and
sustainable reuse of brownfields throughout the
New York metropolitan region.
