EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.
Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.
Community Description
The Village of Camden was selected to receive a
brownfields cleanup grant. Located in central New York,
the rural Village of Camden (population 2,330) is part of
the Mohawk Valley Heritage Corridor. Industries in the
area once included foundries, mills, factories, and a
machine shop. These facilities ceased to operate in the
early 20th century with the decline of activity on the Erie
Canal. When industries closed, they left behind vacant
properties and a dwindling population. The target site has
disproportionately impacted Camden and is considered a
blight on the village. It occupies an entire block at the
entrance to the village"s commercial hub that remains
unused, limiting the number of jobs in the village,
reducing the tax base, and detracting from the village"s
mission to become a tourist destination in the Mohawk
River Valley. The site is near residential neighborhoods
and next to Fish Creek. Cleanup of the target site will
reduce threats to human health and the environment,
improve the aesthetics of the area, and help revitalize the
village"s struggling economy.
Cleanup Grant $200,000 for hazardous
substances
EPA has selected the Village of Camden for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the former
Laribee Machine Company site at 2 Main Street.
Since about 1885, the site was used as a machine
shop with coking operations. It is contaminated
with heavy metals, coking byproducts, and PCBs.
Grant funds also will be used for community
outreach activities and implementation of
institutional controls.
