I jBt; | Brownfields 2010 Cleanup Grant Fact Sheet Rochester, NY EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. In 2002, the Small Business Liability Relief and Brownfields Revitalization Act was passed to help states and communities around the country cleanup and revitalize brownfields sites. Under this law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The City of Rochester was selected to receive a brownfields cleanup grant. Rochester (population 206,886) contains about 6,000 commercial and industrial properties, of which 20 to 50 percent have environmental concerns. There are more than 1,000 acres of brownfields that require cleanup. The city has lost 12.7 percent of its population since 1990 and has experienced a long-term decline in assessed property values in many neighborhoods. It also has experienced massive job losses in its traditional industries and major employers continue to close facilities. An estimated 29 percent of residents live in poverty. When the Scio Street site is cleaned up, the city plans to sell it to an adjacent property owner to create additional production space. Cleanup and redevelopment of the site are expected to create about 10 new jobs, expand the tax base, and catalyze additional redevelopment. Cleanup Grant $200,000 for petroleum EPA has selected the City of Rochester for a brownfields cleanup grant. Petroleum grant funds will be used to clean up 62-64 Scio Street, a quarter-acre parcel that has served as a warehouse and storage unit since the 1910s. It is contaminated with petroleum products. Grant funds also will be used to implement institutional controls and conduct community involvement activities.
