I Q *\ Brownfields 2004 Assessment, Cleanup and Revolving Loan Fund Grant Fact Sheet Metropolitan Development and Housing Agency, Nashville, TN EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Metropolitan Development and Housing Agency was selected to receive a brownfields assessment grant, a cleanup grant, and a revolving loan fund grant. The agency administers brownfields and other federal programs for Davidson County and the City of Nashville. Nashville, a community along the Cumberland River, has 574,739 residents. All three grants will be used in the Riverfront Brownfields Revitalization area located along the riverfront in downtown Nashville. Approximately 12,990 persons live in this area, 75 percent of whom are minorities, mostly African-Americans. Nearly 60 percent of these residents live in poverty, and more than 17 percent are unemployed. Brownfield sites in this area include former metal recycling, meatpacking, packaging, and other heavy industrial facilities, comprising an estimated 150 to 200 acres of underutilized or abandoned brownfields. Redevelopment of the former hospital will allow mixed-use, mixed-income development that will include open space and greenways, transportation, housing, and retail facilities. Redevelopment of the area's brownfields will attract new investment, create jobs, remove harmful contamination, and generate tax revenues. Assessment Grant $200,000 for hazardous substances $200,000 for petroleum EPA has selected the Metropolitan Development and Housing Agency in Nashville to receive a brownfields assessment grant. Hazardous substances grant funds and petroleum grant funds will both be used to conduct Phase I and II assessments at priority brownfields sites in the Riverfront area of Nashville. Grant funds also will be used to conduct community outreach activities. Revolving Loan Fund Grant $300,000 for petroleum EPA has selected the Metropolitan Development and Housing Agency in Nashville to receive a brownfields revolving loan fund grant. Grant funds will be used to capitalize a revolving loan fund, from which the Metropolitan Development and Housing Agency will provide loans and subgrants to remediate sites that are contaminated with petroleum. Grant funds also will be used to conduct community outreach activities. Cleanup Grant $200,000 for hazardous substances EPA has selected the Metropolitan Development and Housing Agency in Nashville to receive a brownfields cleanup grant. Grant funds will be used to plan and conduct remedial activities at the former Nashville Metropolitan General Hospital site in the Rolling Mill Hill revitalization area, within the Riverfront area of the city. Grant funds also will be used for cleanup planning and community outreach activities.
