EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
February 17, 2009, President Barack Obama signed into
law the American Recovery and Reinvestment Act. The
Recovery Act is an unprecedented effort to jumpstart our
economy, and create or save millions of jobs. This law
provided stimulus funds to the Brownfields Program to
award grants to evaluate and clean up former industrial
and commercial sites. Under this law, EPA will provide
financial assistance to eligible applicants through four
competitive grant programs: assessment grants, revolving
loan fund grants, cleanup grants, and job training grants.
Community Description
The City of Lincoln Park was selected to receive a
brownfields assessment grant. Lincoln Park (population
38,005) is a small land-locked city that lies within the
Detroit metropolitan area in southeastern Michigan. It is
situated on heavily used transportation routes. The city
has long been home to automotive suppliers and other
manufacturing businesses. The manufacturing sector in
the Detroit region has been steadily declining since 1950.
Manufacturing facilities have closed or downsized,
leaving behind numerous abandoned and deteriorating
commercial and industrial facilities with unknown
contamination. The city will focus assessment efforts on
the north industrial area, brownfield business corridor,
and unregulated dumps. Many of these sites are adjacent
to low-income neighborhoods. Between August 2007 and
August 2008, the city experienced a 14 percent loss of
jobs. Assessment of brownfields will help the city identify
health threats, establish priorities for reuse projects, and
encourage redevelopment.
Assessment Grant

$200,000 for hazardous substances
(Recovery Act Funding)
EPA has selected the City of Lincoln Park for a
brownfields assessment grant. Community-wide
hazardous substances grant funds will be used to
develop a comprehensive inventory of sites and
conduct 10 Phase I and 8 Phase II environmental
site assessments at priority sites. Grant funds also
will be used for cleanup planning and community
outreach activities.
