End-Use Products Using External Power Supplies

Commitment
The following are the terms of the ENERGY STAR Partnership Agreement (Version 1.1) as it pertains to
end-use products (EUPs) that utilize an ENERGY STAR qualified external power supply (EPS). The ENERGY
STAR Partner must adhere to the following program requirements:
comply with current ENERGY STAR Eligibility Criteria for end-use products incorporating single voltage
external ac-dc and ac-ac power supplies, as follows: To be eligible for the ENERGY STAR program, end-
use products must utilize an ENERGY STAR qualified EPS. For the purposes of this program, a qualified
EPS is defined as either:
1.	An EPS that has qualified for the ENERGY STAR EPS program and appears on the ENERGY
STAR Qualified Products List for EPS; or
2.	An EPS that has not been qualified by ENERGY STAR, but has been tested with the ENERGY
STAR EPS test method and self-certified by the manufacturer or EUP partner to meet the
Eligibility Requirements for EPS.
EPA may, at its discretion, conduct market research or tests on products that are referred to as containing
an ENERGY STAR qualified EPS. These products may be obtained on the open market, or voluntarily
supplied by Partner at EPA's request;
comply with current ENERGY STAR Identity Guidelines, describing how the ENERGY STAR marks and
name may be used. Partner is responsible for adhering to these guidelines, which include instructions for
using the ENERGY STAR EPS graphic that was specifically developed for EUP Partners, and for ensuring
that its authorized representatives, such as advertising agencies, dealers, and distributors, are also in
compliance;
use an ENERGY STAR qualified EPS with at least one product within three months of activating the EUP
portion of the agreement;
provide clear and consistent labeling of materials for end-use products with qualified EPSs. Within one
year of activating the EUP portion of the agreement and continuing until the agreement is terminated, the
ENERGY STAR EPS graphic must be clearly displayed:
1.	on the manufacturer's Internet site where information about end-use products with ENERGY STAR
qualified EPSs is provided, and
2.	either on the external product packaging (preferably the front face, outside of the box), or on an insert
within the box/packaging, or in another creative application provided that a plan is submitted to EPA
for consideration and approved prior to implementation.
Partner is also encouraged to use the EPS graphic in product literature (e.g., user manuals) and product
advertising/promotional materials. Partner is prohibited from directly affixing the EPS graphic to the
end-use product or the EPS. However, it may be displayed on a cord tag that is fastened to an EPS
cord;
o If Partner wants to use the EPS graphic with end-use products already covered by an ENERGY STAR
specification (e.g., laptops or printers), three requirements must be met.
1.	Manufacturer must be a Partner in the applicable ENERGY STAR end-use product category;
2.	Model(s) must meet the applicable ENERGY STAR specification in addition to using an ENERGY
STAR qualified EPS; and
3.	Partner may not display the EPS graphic on the end-use product nor on its external product
packaging. Rather, since the end-use product itself is ENERGY STAR qualified, Partner shall
affix the ENERGY STAR certification mark. Partner may, however, use the EPS graphic on its

Internet site, on a box/package insert, in product literature, and in other promotional materials, as
described above and further detailed in the Identity Guidelines.
For a current list of ENERGY STAR product categories, visit www.enenavstar.gov/products;
provide to EPA, on a semi-annual basis, an updated list of end-use products using ENERGY STAR
qualified EPSs. Once the Partner submits its first list of end-use products using ENERGY STAR qualified
EPSs, the Partner will be listed as an ENERGY STAR Partner on the ENERGY STAR Web site and in
other materials. Partner must provide semi-annual updates in order to remain on the list of participating
product manufacturers;
provide to EPA, on an annual basis, unit shipment data or other market indicators to assist in determining
the market penetration of end-use products using ENERGY STAR qualified EPSs. Specifically, Partner
must submit the total number of end-use products using ENERGY STAR qualified EPSs shipped (in units
by model) or an equivalent measurement as agreed to in advance by EPA and Partner. Partner is also
encouraged to provide ENERGY STAR qualified unit shipment data segmented by meaningful product
characteristics (e.g., capacity, size, speed, or other as relevant), total unit shipments for each model in its
product line, and percent of total unit shipments that use an ENERGY STAR qualified EPS. The data for
each calendar year should be submitted to EPA, preferably in electronic format, no later than the following
March and may be provided directly from the Partner or through a third party. The data will be used by
EPA only for program evaluation purposes and will be closely controlled. Any information used will be
masked by EPA so as to protect the confidentiality of the Partner;
notify EPA of a change in the designated responsible party or contacts for end-use products using EPSs
within 30 days.
Performance for Special Distinction
In order to receive additional recognition and/or support from EPA for its efforts within the Partnership, the
ENERGY STAR Partner may consider the following voluntary measures and should keep EPA informed on the
progress of these efforts:
specify ENERGY STAR qualified EPSs across all applicable product types;
refer EPS manufacturers to EPA. Provide EPA with contact information of EPS manufacturers that have
not yet become ENERGY STAR EPS manufacturing partners;
promote ENERGY STAR qualified EPSs. Work with EPA on joint marketing campaign efforts through
press releases, events, technical studies, etc;
provide additional data on EPSs. Submit data (e.g., efficiency, loading, power use, costs, etc.) on EPSs
used in products;
consider energy efficiency improvements in company facilities and pursue the ENERGY STAR label for
buildings;
purchase ENERGY STAR qualified products. Revise the company purchasing or procurement
specifications to include ENERGY STAR. Provide procurement officials' contact information to EPA for
periodic updates and coordination. Circulate general ENERGY STAR qualified product information to
employees for use when purchasing products for their homes;
provide general information about the ENERGY STAR program to employees whose jobs are relevant to
the development, marketing, sales, and service of current end-use products with ENERGY STAR qualified
EPSs;
feature the ENERGY STAR mark(s) on Partner Web site and in other promotional materials. If information
concerning ENERGY STAR is provided on the Partner Web site as specified by the ENERGY STAR Web
Linking Policy (this document can be found in the Partner Resources section on the ENERGY STAR Web
site at www.enerqvstar.gov). EPA may provide links where appropriate to the Partner Web site.
