EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The City of Clinton was selected to receive an assessment
grant. The city (population 27,800) is focusing its
brownfields redevelopment efforts on the Liberty Square
District. The decline of lumber mills, furniture factories,
rail facilities, and foundries have resulted in disinvestment
and wide-spread contamination in this area. The Liberty
Square District contains about 10 percent of the city's
elderly population, a significant portion of whom suffer
from mental, physical, or sensory disabilities. The per
capita income of Liberty Square District residents is 23
percent less than the city's average. Seven percent of the
residents are unemployed, and 13 percent have incomes
below the poverty level. The city's Liberty Square
Redevelopment Plan will promote the sustainable reuse of
brownfields sites through roadway improvements and
new business development projects.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Clinton for a
brownfields assessment grant. Clinton will focus
assessment activities on the eastern section of the
Liberty Square District, where property acquisition
and roadway construction activities will occur as
part of improvements to the U.S. Highway 30 and
67 Corridor. Grant funds will be used to prioritize
sites in the area for assessment, perform Phase I
assessments of priority sites, and conduct Phase II
investigations as determined by Phase I results.
Grant funds also will be used to involve affected
communities in assessment, cleanup, and
redevelopment activities.
