EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The Dickinson County Brownfield Redevelopment
Authority has been selected for a brownfields assessment
grant. Dickinson is a rural county in the south-central
region of the Upper Peninsula of Michigan.
Approximately 9.1 percent of the county's 27,472
residents live in poverty, with an average per capita
income of $18,516. The current unemployment rate is 6.1
percent. Historically, industry in Dickinson County has
centered around logging, mining, and light
manufacturing. Mining ceased in the 1980s, which left the
economy dependent on the forest-products industry and
light manufacturing. The county is scarred with more than
80 identified mine properties, and methane emissions
from past industrial waste disposal practices. Grant funds
will enhance the county's ability to stimulate
redevelopment of underutilized properties, thereby
avoiding development of greenspace.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the Dickinson County
Brownfield Redevelopment Authority for a
brownfields assessment grant. Grant funds will be
used to inventory brownfield properties in the ten
communities of Dickinson County, and to perform
Phase I and II assessments at priority sites
identified through the inventory. Funds also will
be used for community outreach and education,
and for redevelopment planning.
