Texas school district saves $4.2 million in energy, water and operational efficiencies.
Project Scope
This 15-year performance contract with Johnson Controls (JCI) provides school facility improvements
funded by the energy, water and operational savings that they create.
Project Summary
Johnson Controls installed Metasys® building management system with 250 digital controllers for
enhanced facility management services and replaced 134 HVAC units, 10,000 lighting fixtures, and
520 water fixtures. In addition, JCI reviewed utility bills and procedures and developed best practices
for ongoing operations and provided training and continuous measurement, verification and
performance assurance.
•	Energy Savings
Electric energy savings of 22.55kBtu/ft2-yr and fossil fuel savings of 11,35kBtu/ft2-yr were
achieved.
•	Investment
Midlothian ISD entered into an Installation Contract with JCI in the amount of $2,672,462 and
a 15 year service contract amounting to $295,282.
•	Financial Return
Total guarantee project benefits of $4,292,418.
•	Other Benefits
Utility bill audits by MISD and Johnson Controls and run-time exception reporting found over
$9K in additional savings. Through the project improvements, a $137,000 rebate from the
local utility company, and the tireless efforts of the teachers and students to make their
schools more energy efficient, the average energy performance rating of Midlothian Schools is
91 (on the ENERGY STAR 1-100 scale), and six were in the top 25%, earning them the
prestigious ENERGY STAR label.
Monitoring & Verifying Energy Savings
The Measurement and Verification (M&V) Methodology that was employed for this project is consis-
tent with the International Performance Measurement & Verification Protocol (IPMVP), Concepts and
Options for Determining Energy and Water Savings, Volume I revised March, Option B.
Distinguishing Value
Johnson Controls played a leadership role in helping the school district achieve energy savings and
emissions reductions. The company met with district officials throughout the process, facilitated the
rebate from the local utility and continues to take responsibility for assuring the project's success-
even coordinating a ceremony with local district officials and EPA representatives to present the six
ENERGY STAR labels.	.	_
