EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
The City of Waterloo was selected to receive an
assessment grant. The city, once known as the Factory
City of Iowa, has a population of nearly 69,000. The
closure of the Chamberlain Manufacturing Complex and
the farm crisis of the mid-1980s significantly impacted
the economic vitality of the community. The former
Chamberlain site is located in a state-designated
Enterprise Zone and is part of the city's Consolidated
Urban Revitalization Area. The poverty rate in the area
surrounding the Chamberlain site is high and a significant
number of elderly residents also live in this area. Waterloo
has one of the highest minority and low-income
populations in the state. Residents of impacted
neighborhoods asked the city to apply for this grant, and
the community will continue to be extensively involved in
the city's brownfields redevelopment efforts.
Assessment Grant
$200,000 for hazardous substances
$100,000 for petroleum
EPA has selected the City of Waterloo for a
brownfields assessment grant. Grant funds will be
used to perform Phase I and Phase II assessments
of a major abandoned manufacturing complex
within the city's Consolidated Urban
Revitalization Area. Grant funds also will be used
for redevelopment planning and to continue public
outreach efforts.
