EPA Brownfields Program
EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. On
January 11, 2002, President George W. Bush signed into
law the Small Business Liability Relief and Brownfields
Revitalization Act. Under the Brownfields Law, EPA
provides financial assistance to eligible applicants through
four competitive grant programs: assessment grants,
revolving loan fund grants, cleanup grants, and job
training grants. Additionally, funding support is provided
to state and tribal response programs through a separate
mechanism.
Community Description
Johnson & Wales University was selected to receive two
brownfields cleanup grants. Johnson & Wales is a diverse
university in Providence and Cranston (combined
population 252,887), with students from all 50 states and
97 countries. The total population of the university,
including students, faculty and staff, is 11,427. The
University's Providence campus is in a federally
designated Enterprise Zone. Approximately 45 percent of
Providence residents are minorities, and 24 percent live
below the poverty level. Much of the University's
Harborside Campus, situated on Fields Point, is part of
the former Providence Shipyard used during World War II
for building the Liberty Ships. Contamination at the
Harborside Campus is thought to be related to this and
other industrial activities at Fields Point. Cleanup of the
parcels will help eliminate human exposure to
contaminated soils at the sites and reduce the
environmental risk to the Narragansett Bay. The sites are
part of a 100-acre parcel that the University plans to
develop into a world-class campus with student
residential facilities, walking and jogging trails, field and
track facilities, and public greenspace along the
Narragansett Bay.
Cleanup Grants
$400,000 for hazardous substances
EPA has selected Johnson & Wales University for
two brownfields cleanup grants. Grant funds will
be used to cap the 25-acre Parcel 10 and the
ten-acre Parcel 9 segments of the University's
Harborside Campus. Surface and subsurface soils
at the sites are contaminated with arsenic and
various polycyclic aromatic hydrocarbons dating
back to the use of the area as a shipyard during
World War II.
